S/RES/955(1994)8November1994------------------------------------------------------------------------RESOLUTION955(1994)AdoptedbytheSecurityCouncilatits3453rdmeeting,on8November1994TheSecurityCouncil,ReaffirmingallitspreviousresolutionsonthesituationinRwanda,HavingconsideredthereportsoftheSecretary-Generalpursuanttoparagraph3ofresolution935(1994)of1July1994(S/1994/879andS/1994/906),andhavingtakennoteofthereportsoftheSpecialRapporteurforRwandaoftheUnitedNationsCommissiononHumanRights(S/1994/1157,annexIandannexII),ExpressingappreciationfortheworkoftheCommissionofExpertsestablishedpursuanttoresolution935(1994),inparticularitspreliminaryreportonviolationsofinternationalhumanitarianlawinRwandatransmittedbytheSecretary-General'sletterof1October1994(S/1994/1125),Expressingonceagainitsgraveconcernatthereportsindicatingthatgenocideandothersystematic,widespreadandflagrantviolationsofinternationalhumanitarianlawhavebeencommittedinRwanda,Determiningthatthissituationcontinuestoconstituteathreattointernationalpeaceandsecurity,Determinedtoputanendtosuchcrimesandtotakeeffectivemeasurestobringtojusticethepersonswhoareresponsibleforthem,ConvincedthatintheparticularcircumstancesofRwanda,theprosecutionofpersonsresponsibleforseriousviolationsofinternationalhumanitarianlawwouldenablethisaimtobeachievedandwouldcontributetotheprocessofnationalreconciliationandtotherestorationandmaintenanceofpeace,Believingthattheestablishmentofaninternationaltribunalfortheprosecutionofpersonsresponsibleforgenocideandtheotherabove-mentionedviolationsofinternationalhumanitarianlawwillcontributetoensuringthatsuchviolationsarehaltedandeffectivelyredressed,StressingalsotheneedforinternationalcooperationtostrengthenthecourtsandjudicialsystemofRwanda,havingregardinparticulartothenecessityforthosecourtstodealwithlargenumbersofsuspects,ConsideringthattheCommissionofExpertsestablishedpursuanttoresolution935(1994)shouldcontinueonanurgentbasisthecollectionofinformationrelatingtoevidenceofgraveviolationsofinternationalhumanitarianlawcommittedintheterritoryofRwandaandshouldsubmititsfinalreporttotheSecretary-Generalby30November1994,ActingunderChapterVIIoftheCharteroftheUnitedNations,1.Decideshereby,havingreceivedtherequestoftheGovernmentof
